UNESCO-Huawei Technology-enabled Open Schools for All Project Progress Reviewed in Cross-country Seminar

The three-year project is being implemented in Ghana, Ethiopia, and Egypt to ensure the continuity and quality of learning under normal and crisis situations.

Following the official launch of the TeOSS project on 25 November 2021, the seminar was co-organized by Huawei and UNESCO as part of the project’s implementation phase. The event included a progress report on the first phase of the project, including results so far, and discussed the implementation of the second phase.

UNESCO is assisting the Ministries of Education and other partners in Egypt, Ethiopia, and Ghana with the delivery of the three-year TeOSS project, which will run until August 2023. Developed under the framework of the UNESCO-Huawei Funds-in-Trust, the project spans the design, pilot testing, and scaling-up of open technology-enabled school systems. Including curricula, teacher-student interaction, and social care, these systems will be accessible in schools, homes, and other venues, ensuring education continuity and quality even if a crisis such as the pandemic occurs.

“There three axes to steer the digital revolution, which are all reflected in this project: to ensure connectivity for all; to build free, public digital learning content and platforms; and to focus on how technology can enhance pedagogical innovation and change,” said Stefania Giannini, Assistant Director-General for Education, UNESCO.

Planned in close collaboration with the governments of Egypt, Ghana, and Ethiopia and aligned with their respective national strategies, each TeOSS project has been developed to meet specific local needs.

In Egypt, an ICT skills framework has been developed for teachers and students in K12 schools. Digital courseware development experts and primary and junior high school teachers will receive training, and a National Distance Learning Centre will be established for use by educators nationwide to ensure continuity in professional development.

The TeOSS project in Ethiopia is focusing on ICT infrastructure build-out to connect pilot schools, train teachers and students, and build a Learning Management System integrated with a Teacher Training Platform.

“The project perfectly aligns with Ethiopia’s national strategies regarding the need to use ICT and digital content in our system. We will also scale up this system by adopting and customizing all activities according to the local context,” said Dr. Zelalem Assefa, CEO of ICT and Digital Education for the Ministry of Education of the Federal Democratic Republic of Ethiopia.

In Ghana, the focus is on creating digital content for all subjects, as well as providing training for teachers and students of primary and junior high schools. The project is also building an e-repository that teachers can use to upload content and which learners can access online and offline with little or no supervision.

If we want to be able to achieve SDG-4, we need digital platforms as an enabler and leverage to achieve that,” said John Ntim Fordjour, Deputy Minister of Education, on behalf of H.E. THE FA TO TRIAL THE REMOVAL OF HEADING IN U12 MATCHES AND BELOW IN 2022-23 SEASON

The FA has been granted approval from the International Football Association Board [IFAB] to introduce a new trial to remove deliberate heading in football matches across U12 level and below in England from the start of the 2022-23 season.

We will now be inviting leagues and competitions across the country to take part in the trial that will run for the duration of the 2022-23 season. The trial will be coordinated with the County FA network, leagues, clubs and schools throughout the country.

Should the trial be a success, the aim is to then remove deliberate heading from all football matches at U12 level and below from the 2023-24 season. This step will bring matches across these age groups in line with our current heading guidance for training, which already recommends that heading is eliminated or restricted at this level.

We made a formal application to the IFAB to trial a ban on deliberate heading in matches across U12 level and below following the successful introduction of its heading guidance for training ahead of the 2021-22 season.

The guidance for training in English football was established in partnership with key stakeholders across the grassroots and professional game following consultation with coaches and medical experts in football. The aim was to help mitigate against any potential risks that may be linked to heading the ball, including injuries from head to head, elbow to head, or head to ground contact, and it represents a cautious approach to playing and enjoying football while ongoing research continues in this area.

If the trial is successful, we will apply to IFAB for a Law change for all U12 matches and below from the start of the 2023-24 season. We will continue to explore further ideas, in consultation with stakeholders in the game, to reduce heading in youth football without fundamentally changing the fabric of the game.

We will continue to work with the IFAB on the next steps and delivery of the new trial to remove deliberate heading across U12 level and below from the start of the 2022-23 season, and further information will be announced in due course.

DUBAI, The Ministry of Human Resources and Emiratisation (MoHRE) has honoured 16 companies that achieved more than triple of their Emiratisation ratios in two months only – June and July 2022.

At the honouring ceremony, Dr. Abdulrahman Abdulmannan Al Awar, Minister of Human Resources and Emiratisation, reiterated that the private sector in the UAE continues to benefit from the national economy’s high competitiveness.

The UAE’s economy is making strides towards achieving greater successes in the coming years, to enhance business sustainability in the UAE, which has become a hub for talent, companies and investments, and continues to progress, he stated.

Al Awar highlighted that the UAE prioritises economic growth and human capital empowerment to achieve its vision for the upcoming 50 years, reaching the goal of building the best and most active economy in the world.

“Effective partnerships with the private sector companies are key to realising the UAE’s vision for the business environment. The private sector plays a crucial role in creating job opportunities and opening new horizons for economic activities in sectors that respond to the priorities of the future and benefits from the capabilities of Emirati talent,” he said.

“Emiratis possess advanced levels of education and training, and have gained experience in an international economy that is dynamic and open to diverse cultures and civilisations and applies the most advanced technologies available.”

The Minister noted that honouring the companies follows the launch of a series of initiatives, decisions, laws and regulations to realise a comprehensive development vision to enhance the business environment in the UAE and lay out new foundations that contribute to the Emiratisation of jobs in the private sector.

“These steps will also enhance the capabilities of local talents and increase the attractiveness of the job market in the country, as well as its ability to attract these talents through a group of incentives and safety nets that support healthy and sustainable economic growth,” he explained.

He added, “Today, we celebrate the exceptional achievements of a group of pioneering companies that have achieved three times the Emiratisation target in a record time of two months, which is testament that we are on the right track.

“The response of local talents, their readiness to fill the job opportunities available and the swift response of the UAE’s business community align with the nation’s development goals and the effectiveness of the valuable stimulus packages offered.”

The Emiratisation target is set at two percent annually for high-skilled jobs in establishments that employ 50 workers or more.

“The public-private partnership achieves the best socio-economic results, which is what the Ministry of Human Resources and Emiratisation is focused on in its approach to developing the business environment in the country and increasing Emiratisation levels in the private sector,” Al Awar went on to say.

“This is evident through the decisions adopted by the UAE Cabinet regarding raising the Emiratisation rates in the private sector and the unprecedented incentives offered to companies that train and employ UAE nationals.

“This, along with other relevant decisions, form part of the legislative and legal structure that the government of the UAE is keen on developing in line with the priorities of the national economy and contributing to achieving the goals of the Emirati Talent Competitiveness Council (Nafis).”

He continued, “Thanks to these exceptional results, 1,166 opportunities have been created for UAE nationals in high-skilled jobs, opening the doors of the future for them to develop their capabilities and enhance their competencies. This also boosts the competitiveness of the companies by enabling them to benefit from national talents.”

In addition to representatives of the private sector companies being honoured and select Emirati employees, high-profile government officials attended the ceremony.

The companies that were honoured include Majid Al Futtaim Hypermarkets, Emirates Gateway Security Services, Teleperformance Middle East Business Services, Orient Insurance, Azam Recruitment, Ras Al Khaimah Ceramics, Majid Al Futtaim Cinemas, Riyadh School, Magic Planet, Ahalia Hospital, Dubai Insurance Company, Halliburton Worldwide Limited, IGG Emirates Advanced Training, Halcon Systems, G42 and Bayanat for Mapping and Surveying Services.

These companies will benefit from several incentives, including upgrading their classification to the first category, which is entitled to significant benefits, including the reduction of up to 80 percent of the Ministry of Human Resources and Emiratisation’s fees.

Asian shares gain, lifted by strong consumer sentiment data

ABU DHABI, Shares were higher in Asia on Monday after Wall Street capped a week of losses with a broad rally for stocks Friday, Associated Press (AP) reported.

Japan’s Nikkei Index in Tokyo Stock Exchange gained 0.54 percent, or 145.08 points, up to 26788.47; while the broader Topix Index settled at 1892.5 points.

SSE Composite Index rose 1.5 percent, or 2.83 points, up to 3,278.1; and Hong Kong’s Hang Seng index surged 2.33 percent, or 473.64, up to 20,771.67.
