رئيس وزراء دولة دومينيكا يقدم تحديثًا حول المطار الدولي وأهمية المواطنة عن طريق صناديق الاستثمار للقطاع العام

لندن، 6 يونيو 2021 /PRNewswire/ — خلال أحد البرامج الحكومية، قدم رئيس الوزراء روزفلت سكيريت من كومنولث دومينيكا للمشاهدين تحديثًا حول المطار الدولي المتوقع. وقعت الحكومة الآن رسميًا اتفاقية مع مؤسسة مونتريال الإدارية الاستشارية لبناء المطار بتمويل كامل من  برنامج المواطنة عن طريق الاستثمارCitizenship by Investment (CBI) Programme الخاصة بالدولة.

انضم مدير المشروع، كولين ماكنتاير، إلى رئيس الوزراء لمناقشة أهمية استخدام أموال برنامج المواطنة عن طريق الاستثمار بدلاً من الحصول على قروض من شأنها أن تثقل كاهل دافعي الضرائب وتولد ديونًا إضافية. كما استعرض رئيس الوزراء سكيريت أوجه الاستفادة من الأموال، مع توضيح شفافية الحكومة. ويتضمن ذلك ميزانية لبناء المطار مع تخصيص الحكومة لمخصصات برنامج المواطنة عن طريق الاستثمار للوفاء بالمبلغ المدرج في الميزانية.

كما أشار رئيس الوزراء، سكيريت، إلى مدى أهمية البرنامج للقطاع العام ككل: “نشكر الله على برنامج المواطنة عن طريق الاستثمار والفرص العديدة التي أتاحها البرنامج لبلدنا. […] تُستخدم أموال البرنامج لمشاريع استثمار القطاع العام [مثل] الطرق والجسور والمدارس والإسكان والمراكز الصحية والمستشفيات وسداد أغلى ديوننا. نحن في الحقيقة لم نستخدم أموال برنامج المواطنة عن طريق الاستثمار للإنفاق المتكرر إلا بعد إعصار ماريا”.

وفي الآونة الأخيرة، ساهمت أموال البرنامج (المواطنة عن طريق الاستثمار) في بناء مستشفى على أحدث طراز، ومشروع إسكان موسع، و 12 مركزًا صحيًا في الجزيرة. تم تأكيد شفافية البرنامج من قبل الهيئات المستقلة، بما في ذلك شركة برايس ووتر هاوس كوبرز (Pricewaterhouse Coopers)، التي قامت بمراجعة البرنامج وتحليل نفقاته في تقرير عام 2019.

AED1.4 bn financial market liquidity on Sunday

ABU DHABI, Over AED1.4 bn transactions were struck on UAE financial markets on Sunday, pushing the Abu Dhabi main share index 0.26 percent up to 6623 pts, compared to the last trading session, with the Dubai main index following suit at 2820 pts.

The International Holding Company led the best performing shares with over AED683 million in trades, closing high at AED96. Al Dar Properties increased to AED3.75 amid AED200 million in transactions. ADNOC Distribution continued its upward streak to AED AED4.35 and ADCB ended at AED7.02. A total of 2,168 deals were conducted today at ADX worth around AED1.256 bn over 125 mn shares On Dubai Financial Market, Emaar Properties climbed to AED4.05; Emirates NBD to AED4.92; and Shuaa Capital to 63 fils. A total of 1,769 deals were conducted worth around AED156 mn over 91 mn shares at DFM.

Dubai Economy issues 74 fines for violations of COVID-19 guidelines

DUBAI, Field inspections conducted by Dubai Economy across open markets and commercial establishments over the last weekend saw 74 fines being issued for various violations of COVID-19 precautionary guidelines.

The violations, found in open markets and shopping malls, were mostly related to face masks or physical distancing and non-compliance with working hours in restaurants. In addition, a gym was shut down in coordination with Dubai Sports Council for failure to maintain adequate distance between gym equipment and a lack of commitment from personal trainers to wearing face masks.

The inspection team fined 57 restaurants and cafes for allowing dine-in after permitted working hours. Various outlets, including a restaurant, café, cafeteria, mobile phones shop, men’s tailoring outlet, men’s fitness centre, supermarket and management office, located in Al Murar, Ayal Nasir, Nahda, Al Qusais, Hor Al Anz, Muraqqabat, Karama, Al Mamzar, Al Badaa, Souq Al Kabeer, Trade Centre, Al Jafliya, Al Barsha, Al Rigga, International city, Al Hudaiba, Al Dhagaya, Oud Metha, and Al Qouz as well as in different shopping malls were fined for non-compliance with guidelines for wearing masks. Three shopping mall outlets were warned for not displaying social distancing stickers.

Dubai Economy said the community’s commitment to preventive measures is essential to ensure the effectiveness of efforts to fight the pandemic. Disregarding these measures is a violation of the law, it stressed. The Department confirmed that it will continue conducting inspections along with its various partners with a special focus on shopping malls and locations that might see overcrowding. Dubai Economy noted that it is following a zero-tolerance policy on violations identified by its inspectors or reported by the public.

Dubai Economy directed traders to strictly adhere to precautionary measures and called on the public to report any violations or non-compliance either on the Dubai Consumer App available on Apple, Google and Huawei stores, the number 600545555, or via the consumerrights.ae website.

EAD records 22 percent increase in number of Arabian Oryx in protected area

ABU DHABI, Environment Agency – Abu Dhabi (EAD) has recorded a 22 percent increase in the number of Oryx in the protected area, in comparison to previous studies.

EAD conducted an aerial survey for the Arabian Oryx Protected Area, last November, confirming the success of the Sheikh Mohamed bin Zayed Arabian Oryx Reintroduction Programme which was launched in 2007 to relocate the Arabian Oryx.

Initially, there was a herd of no more than 160, and today, the herd has successfully reached 946 heads, EAD said.

Dr. Shaikha Salem Al Dhaheri, Secretary-General of EAD, said, “This survey is a major part of our efforts to preserve the Arabian Oryx, under the hugely successful Sheikh Mohamed bin Zayed Arabian Oryx Reintroduction Programme. Our leadership support to establish protected areas across the emirate has been fundamental to protecting species and biodiversity, which were once on the verge of extinction. Arabian Oryx is an iconic species of the desert landscape and a symbol of our cultural heritage and was almost hunted to extinction in the wild in the early seventies and only survived in captivity.”

“Thanks to extensive captive breeding of the species undertaken by the late Sheikh Zayed bin Sultan Al Nahyan, the species was saved. With this insight, he successfully launched a programme to help preserve the Arabian Oryx, increase their numbers, and relocate them for protection. His attention to the topic, continuous support, and farsightedness are the real reasons behind the recovery of the Arabian Oryx into the wild. This project has become an example to be followed across the world and represents a great success for protection and captive-breeding programmes.”

She also attributed the next phase of conservation action and success of the programme to the leadership and directions of His Highness Sheikh Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, to reintroduce the Arabian Oryx, as part of the Abu Dhabi government’s vision to establish the population of the Arabian Oryx within the region.

Ahmed Al Hashemi, Acting Executive Director of the Terrestrial and Marine Biodiversity Sector in EAD, commented, “Within the framework of His Highness Sheikh Mohamed bin Zayed’s programme to translocate the Arabian Oryx in the United Arab Emirates, there are now around 100 heads in the Houbara Reserve, which is located in the Al Dhafra region and managed by EAD.

“As a result of the efforts of cooperation in the region and coordination with international environmental bodies and organizations, several countries were able to increase the number of Arabian Oryx and reintroduce them in a number of countries in the Arab region. Through the General Secretariat for the Conservation of the Arabian Oryx, hosted by EAD, these regional efforts were crowned with unique success in 2011 when the International Union for the Conservation of Nature, (IUCN) shifted the status of the Arabian Oryx from an Endangered category to the category of Vulnerable,” he added.

Khaldoun Al Omari, Section Manager-TPA Management and Infrastructure and Maintenance in EAD, explained, “The method of aerial surveys has been adopted to count the Arabian Oryx within the reserve to ensure the largest possible coverage of the Arabian Oryx Protected Area, within the shortest time possible, and to ensure that the results are accurate.

“Additionally, the reserve was divided into five different parts due to the size of the study area. The study consisted of two phases, a preparatory phase, which included the preparation of the study design and the training of the participating team, and the field phase, which lasted for four days. The field phase involved carrying out 8 flights at the rate of one and a half hours per flight.”

Talking about the characteristics of the Arabian Oryx herd, Al-Omari said, “A total of 83 young Arabian Oryx calves have been recorded, which accounts for 8.8 percent of the total size of the herd. Also represented in the herd in the reserve, including females who formed the largest percentage of the herd size, with a total of 76.5 percent.”

Based on the survey, the study concluded with a series of recommendations, the most important of which was to update the zoning plan of the protected area in proportion to the distribution of the Arabian Oryx herds.

A recommendation for a ground survey of the reserve, based on the results of the current study that is aimed at confirming the results of the aerial survey was also proposed.

It was also recommended that the study should be carried out once every three years, and the current design of the study to be used to make the necessary statistical comparisons and to assess the status of the herds within the reserve. Also discussed was the urgency of providing periodic veterinary surveillance of the Arabian Oryx herd and intervening in cases of necessity, which are in line with international standard requirements for the reintroduction programmes.
