Dubai Free Zones Council Reviews Initiatives to Advance Sustainable Growth

Dubai: The Dubai Free Zones Council (DFZC), chaired by H.H. Sheikh Ahmed bin Saeed Al Maktoum, convened for its 31st meeting to deliberate on strategic initiatives designed to bolster sustainable economic growth and enhance the global competitiveness of Dubai's free zones.

According to Emirates News Agency, the Council emphasized the necessity of cultivating a flexible and integrated legislative environment to facilitate business operations and elevate investor confidence. The meeting commenced with an evaluation of the progress in implementing the UAE National Anti-Money Laundering and Combatting Financing of Terrorism and Financing of Illegal Organisations Committee (NAMLCFTC) guidelines across Dubai's free zones.

The discussions centered on aligning with the National Risk Assessment (NRA) outcomes, ensuring data integrity, addressing operational challenges, and enhancing overall compliance readiness. The Council members also scrutinized the requirements set forth by the National Committee, which included targeted practices and a roadmap for the 2025-2027 assessment cycles. Recommendations were put forward to augment compliance efficiency and support the UAE's readiness for forthcoming evaluations.

A crucial aspect of the meeting was the enactment of Executive Council Resolution No. (11) of 2025, which governs the operations of free zone entities in Dubai. This Resolution marks a significant milestone, as it permits businesses to expand locally without the necessity of forming new legal entities. The Council examined the phases of the Resolution's implementation, dual licensing criteria, and integration with digital platforms, all aligned with global competitiveness benchmarks and the Dubai Economic Agenda (D33). The D33 agenda seeks to double the size of the emirate's economy over the next decade and position Dubai among the top three global cities.

Further discussions explored efforts to streamline procedures and ensure a smooth experience in obtaining services and licenses from local and federal entities, particularly for activities necessitating external approvals. The Council addressed challenges stemming from overlapping jurisdictions and procedural inconsistencies. Proposed solutions included comprehensive digital transformation, the adoption of unified standards, risk-based classification of activities, and the expedited processing of strategic projects.

The meeting also featured updates on the development of special economic zones, a review of the Council's accomplishments, and discussions on key strategic initiatives.
